Supporting the Culture Change and Development of Middle Management in a Government Ministry

Context

  • Public ministry with the mission of digitalizing their processes to deliver a simplified service to citizens and increase internal productivity.

  • The culture, particularly the middle management, were not prepared for the change and were not role modelling the needed behaviors.

  • There was a need to develop a new leadership paradigm for middle managers to support the change.

Approach

  • Align the HR Leadership team in the project priorities and get their support in the execution.

  • Design a program in conjunction with HR to support managers in their mind shift and in the launching of new behaviors.

  • Roll out the program to all 140 participants with structured follow up and ad hoc individual support.

  • Launched refreshment sessions after a year to keep the momentum going.

Results

  • A refreshed and committed middle management able to drive the change.

  • Development of core capabilities to increase productivity.
    Program was rolled model in other ministries.
