Supporting the Culture Change and Development of Middle Management in a Government Ministry

Public ministry with the mission of digitalizing their processes to deliver a simplified service to citizens and increase internal productivity.

The culture, particularly the middle management, were not prepared for the change and were not role modelling the needed behaviors.

There was a need to develop a new leadership paradigm for middle managers to support the change.
Approach

Align the HR Leadership team in the project priorities and get their support in the execution.

Design a program in conjunction with HR to support managers in their mind shift and in the launching of new behaviors.

Roll out the program to all 140 participants with structured follow up and ad hoc individual support.

Launched refreshment sessions after a year to keep the momentum going.
Results

A refreshed and committed middle management able to drive the change.

Development of core capabilities to increase productivity.
Program was rolled model in other ministries.
